L.A. Officers Train for Terrorism at Sea

In mock scenario, a weapon of mass destruction is found on a boat.

Law enforcement officers today conducted a drill off the Malibu coast to prepare for the possibility of terrorists smuggling a weapon of mass destruction into Southern California by sea.

The Los Angeles County Sheriff’s Department is participating with dozens of other local, state and federal agencies in a 3-day exercise to improve response capabilities for intercepting drug smugglers, immigrant traffickers and hazardous materials.

“The scenario today is armed suspects with a type of dirty bomb,” said Nicole Nishida, spokeswoman for the Sheriff Department. “The officers will decontaminate the substance and divers will check the hull for any additional substances and devices.”

Two law enforcement vessels, the 55-foot Ocean Rescue 2 and the Raptor, a inflatable boat with two, 350-horsepower motors that can propel the boat to 75 mph, approached a small vessel believed to contain a dirty bomb.

The Ocean Rescue 2 is equipped with a sensor that detects hazardous chemicals, and in a real-life scenario, “we would contact the FBI immediately, and then begin to approach the suspected boat,” said Sgt. Mick Kelleher of the hazmat unit of the Los Angeles County Sheriff’s Department.

Officers in hazmat suits, equipped with respirators and semi-automatic weapons, boarded the vessel and began escorting the suspected chemical smugglers off the boat, spraying them with water and a decontaminant solution before they were taken into custody. 

Kelleher said this was the first exercise of this kind for the agency, in which a terrorist would bring in a nuclear or chemical agent by sea.

After the suspects were apprehended, scuba divers were called in from Naval Base Ventura County to examine the underside of the boat for any potential packages and substances tied underneath.

In addition to this exercise, other scenarios during the 3-day session include search and rescue operations, humanitarian assistance and vehicle checkpoints.

“We do about two to three patrols every week,” said Los Angeles County Sheriff Deputy Jeff Bosket. “And about once a week we find a boat with drugs or immigrants.”

The Coastal Trident training program was established in 2007, and has since grown to include 30 local agencies, including the FBI, the U.S. Coast Guard, Customs and Border Protections and the Navy.

The Federal Emergency Management Agency and the U.S. Navy funded the exercise.

Well John, I guess that we have radically different appreciations of what occurred on September 11th 2001, for starters. You seem to be backing without-question, a 'sworn statement'/official narrative (coming from whom, it is still unclear) which has gone through several separate revisions and iterations, in the doomed attempt to make all the inconvenient facts fit - and yet it still can't account for the symmetrical, near free-fall collapse of building #7, into its owwn footprint ( froma building which wasn't hit by a plane, and if we are to believe the story - collapsed in spite of its steel frame, because of a few suspicious fires, and all to the benfit of Enron (Kenny-Boy) and Global Crossing Execs.; whose case files were destroyed along with the SEC HQ there). I suppose that you've never looked at the SCI contingency plans (which Adm. "Criminals who are also foreign nationals routinely smuggle drugs *and* people into our State from the waters off our coast quite often. So if this can be accomplished, why not a terrorist team with a WMD or any other, more conventional, means of attack?" I don't deny that, but as the piece from the Defending Dissent foundation - defendingdissent.org - which I had posted, also pointed out (it's still unclear whether you actually read-it, or immediately hit the reply button) - the FBI (a partner in the excercise and protocol, as described by the original Patch article) seems to be creating 'the terrorists' from the disenfranchised of our own shores, much in the way that the CIA - admittedly - once created the 'mujaheddin', and 'Al Qaeda' groupings on foreign shores, which we are told now menace us, conveniently, in the post-Soviet -collapse-circa-1991, period. Since this seems like a high-tech information-war in an up-tempo global-operating- environment, I'm simply attempting to appraise the piece for its Semiotic and PsyOps value. What, no comment about 'the hottie', out there on the Sherriff's boat for the exercise? Es muy bitchin', no?

Actually John - I'm a "Covert Operations Researcher". A conspiracy (and as a member of the "Ex-police" John, you should already know this) - is an agreement to commit a criminal act between two or more 'persons'. Since the world of covert operations involves lots of legal CYA efforts (like the world of TOTURE aka 'harsh interrogation'), and ritualized justifications, "fact"-finding, and authorization by people like the President (or when they want to insulate him from all of the just legal repercussions from what's being authorized, the Vice-President - think of Iran-Contra Ops); what would be a "conspiracy" were you or I to do it - magically becomes a "Covert Operation" when conducted by the CIA/DIA/ONI/NYPD's BOSS/or like "Operation Mongoose" by the Joint Chiefs of Staff. Not that, whatever it is that we're talking about, wouldn't be a "conspiracy" in legal nomenclature, if the FBI ever looked into it, or the AG filed-charges - but really what are the chances of that!?! The murder for which Geronimo Pratt was convicted (and then exhonerated), remains unsolved to this day. Sirhan Sirhan remains in prison, despite the impossiblity that he fired the fatal shot (that was Thane Eugene Cesar, who was standing behing RFK - who had connections to the mob and "intel community" as I understand it - on his death-bed, I also hear that he confessed).

In the case of the events of September 11th 2001, the FBI went into swift-operation to seize the only video tapes that would have showed what actually hit the Pentagon (at the Hotel and gas station across the street, for instance), and so far, they've never been given a public viewing. The four frames of that event which have been released (from the Pentagon's hi-speed cameras) appear to have been selected on the basis of what they didn't show - anything but the explosion. The word "Conspiracy theory" is a propaganda tool, invented by PSYOPS specialists, to contain and delegitimize any leaks of the truth, which might expose, or hamper, on-going or politically sensitive Operations. This is the process (which you also seem to be familiar with) called Dis-information. "May you find continued comfort in your particular worldview." I will not be comforted until the statement made by the Rev. Dr. Martin Luther King, in his speech from the Riverside church, about his nation being the greatest exporter of violence on Earth, is no longer true. Until then, I will continue educating myself and anyone else who will listen.
